Client Introduction

The City’s Controller’s Office needed a vendor capable of supporting both functional and technical areas of its complex PeopleSoft ERP ecosystem, which spans multiple modules including FSCM, HCM, ELM, and legacy systems like Oracle BI and Control-M. They were particularly focused on extending the PeopleSoft Test Framework (PTF) to cover the Finance and Procurement modules with reusable, scalable test automation scripts.

Problem/Client Challenges

The City’s Controller’s Office faced several challenges in managing its complex and heavily customized PeopleSoft ERP environment. With multiple integrated modules—ranging from Finance and Supply Chain (FSCM) to Human Capital Management (HCM) and Enterprise Learning Management (ELM)—there was a growing need for reliable, scalable test automation to support continuous updates and compliance-driven changes.

Key challenges included:

• Lack of Scalable Test Automation: Existing manual testing processes were time-consuming and error-prone, especially during PeopleSoft Image (PUM) updates, patching, and customizations.

• Limited PTF Coverage: The PeopleSoft Test Framework was underutilized, with minimal coverage for critical Finance and Procurement modules.

• Siloed Systems and Inefficient Workflows: Integration between modules and legacy systems like Oracle BI and Control-M lacked automation, leading to delayed validation and higher operational risk.

• Resource Constraints: Internal teams had limited capacity and expertise to expand and maintain automated testing and CI/CD integration.

These challenges hindered the City’s ability to efficiently manage ERP changes, delayed testing cycles, and increased the risk of disruptions to financial operations.

Solution

• As a certified LBE and MBE vendor, AllCode was selected from the RFQ-qualified vendor pool due to its deep experience with PeopleSoft 9.2 and Oracle technologies.

• Delivered a blended team of ERP functional analysts, integration engineers, and QA automation specialists.

• Extended the City’s PTF test library by building 200+ reusable test cases for General Ledger, Accounts Payable, eProcurement, and Supplier Contract Management.

• Integrated PTF test execution into CI/CD pipelines for continuous validation.
